This is a topic we've touched upon before but a new development has come under the government's latest internet policy recommendations that claim the BBC should pay ISPs to deliver iPlayer traffic.
Communications Minister Lord Carter outlined the government's plans for internet regulation in his Digital Britain report, with one key recommendation being to allow ISPs to charge for prioritising certain types of traffic.
This essentially means that providers of bandwidth-chomping services like the Beeb's iPlayer would have to pay more in order to guarantee that data would be delivered to users at a reasonable rate.
States the report, 'Ofcom has in the past acknowledged the claims in the debate but has also acknowledged that ISPs might in future wish to offer guaranteed service levels to content providers in exchange for increased fees'.
Hardly a step in the direction of freedom of access for the public.
